On December 17-18, representatives from ESET SOLAR attended the 2025 China PV Industry Annual Conference held in Xi’an. As an annual grand event in the photovoltaic sector, this conference brought together representatives from industry competent authorities, authoritative experts, industry organizations, and key enterprises to conduct in-depth discussions on hot and focal issues concerning the industry’s development.
At the critical juncture of the conclusion of the 14th Five-Year Plan and the kickoff of the 15th Five-Year Plan, this conference serves as a high-end platform for collaborative dialogue across the entire industrial chain. It also presents a crucial opportunity to pool industry consensus and mobilize China’s PV industry to accelerate its transformation toward high-quality development.

Confronting Industry Pain Points Head-On
In recent years, China’s PV industry has emerged as a core force driving the global PV industry’s development, achieving all-round breakthroughs in installed capacity scale, technological iteration, scenario integration, and power grid coordination. However, behind the rapid development, the industry is also facing numerous challenges: the excessive expansion of production capacity in some links on the supply side has led to an imbalance between supply and demand; the insufficient power consumption capacity on the demand side has restricted the efficient utilization of electricity; meanwhile, adjustments to the comprehensive electricity market trading mechanism have brought about changes in the market structure; the increasing intensification of international trade barriers has squeezed the international living space. The phenomenon of industry involution has become increasingly prominent, making transformation an urgent task.

Policy Implementation for Guarantee
The topics of the conference directly addressed the pain points. To tackle the vicious involution caused by overcapacity, the conference promoted the transformation of the anti-involution initiative from a policy appeal to a practical and implementable action framework. Led by the China Photovoltaic Industry Association, the Self-Discipline Convention on Production Capacity Regulation was signed, which clearly stipulates that the industry’s new production capacity from 2025 to 2027 shall not exceed 120% of the global demand increment. Simultaneously, a production capacity early warning and monitoring platform was established to crack down on low-price dumping and fully implement the production capacity replacement mechanism, thereby accelerating the elimination of backward production capacity through rigid constraints.
Shifting Development Thinking
After a comprehensive analysis of the industry situation, the conference conveyed a key message: the trend of industry competition is shifting from competing for scale and price to for technology, quality and value. The supply-demand coordination development concept proposed at the conference is highly consistent with ESET SOLAR’s current strategic thinking.
